Mr. Kulbatyrov is a national trade policy expert and currently serves as a Deputy General Director of the QazTrade Center for Trade Policy Development.
He graduated from the Timiryazev Russian State Agrarian University with a degree in Consulting and Management. Nurlan has over 15 years of research experience in topics such as economies in transition, business climate and entrepreneurship development, trade policy. He worked as a Head of the Entrepreneurship Development Center at the Economic Research Institute under the Ministry of National Economy, where he co-authored Business Climate barometer Report of Kazakhstan.
Mr. Kulbatyrov is an active member of the “Global Entrepreneurship Monitor” national team based on Nazarbayev University.
Throughout his career, he participated in scientific training in South Korea, Japan, Turkey, and China. He is an expert of the Industry Change Management Program of the Government of Kazakhstan (2020). Nurlan supervised Kazakhstan's OECD Country programm and the "Central Asia Ready for Trade" regional project of ITC.
